Phil Hines is a lifelong Hampton Roads resident with a deep passion for Virginia Beach.

He is very involved in the community serving on several City-appointed Commissions and Boards as well being active in local youth sports as a coach and volunteer. Learn more about his community and public service here.

Phil is married with three young children and lives in Thalia, just a few doors from the historic Steinhilber’s restaurant. He is an Old Dominion University graduate and the owner of Hines Appraisals, a small business that specializes in residential real estate appraisals. He is also an award-winning Realtor with Creed Realty, a Virginia Beach-based company.

Phil is a pragmatic businessperson with years of negotiating experience with complex situations. His approach to City Council is much like his approach to his clients — listening to their needs, and then getting to work to accomplish their goals.

Phil believes listening to the public will give us the answers we need to move Virginia Beach in the right direction for today and the next generation.
